At a conference held recently to discuss measures to remove obstacles to carry out the works, Prime Minister Pham Minh Chinh asked ministries and branches to speed up the reform of administrative procedures, soon approve of projects, to speed up the implementation of projects, to provide sufficient construction materials to contractors.
The government has identified public investment as both a resource and a driver of development. According to the Minister of Planning and Investment Nguyên Chi Dung, at the end of March 2023, there were still 48 ministries, central organs and 28 localities making disbursements below the national average, of which 30 ministries and organs central agencies not yet disbursed, i.e. 0% of the State budget investment plan in 2023.
Among the many reasons leading to the slow allocation and disbursement, the Ministry of Planning and Investment pointed out that a number of projects that are expected to organize state budget investment plans in 2023 have not yet completed the investment procedures. Of these, projects under the Socio-Economic Development and Recovery Program represent an important part.
Lack of materials
In addition, a number of key projects in the transport sector have encountered difficulties due to a lack of materials. In the first quarter, the transport ministry disbursed 94 trillion VND, or 17 percent, of the 2023 investment plan.
According to Chairman of the People’s Committee of Hanoi, Trân Si Thanh, in the first quarter of 2023, the city paid out more than 5.1 trillion VND, reaching 11% of its annual plan, but there are 16 departments, sectors, districts and districts which have not yet disbursed. In the coming months, the city will continue to lead the disbursement of allocated capital, focusing on addressing land and price issues.
