As he noted, “It may be much shorter, but within a month at the latest, in November, the beneficiaries will get all their money.

Pending pensions

Referring to the pending pensions, main and auxiliary, he clarified that, “today in the main pensions our arrears are approximately 19,500, when in 2021 these arrears were approximately 250,000.

  • The overdue debts of the state to the citizens in the last 3-4 years were more than half a billion euros, that is, the state owed the citizens in pensions well over half a billion euros.
  • Today this number is negative,” he stressed.

And this is because, as he clarified, “These 19,500 are particularly problematic cases, either because they have large debts, or because there is some legal dispute, or because they are particularly difficult cases.

  • These 19,500 have a negative sign, i.e. the debts they owe to EFKA are more than what EFKA owes them.”

Regarding supplementary pensions, he said that “We are also at a historic low in supplementary pensions. At the moment the auxiliaries, which can be issued and are due, are 32,500 pensions. So, there has been spectacular progress.

When we talk about overdue dues of the institution, we always have to know that we are talking about backlogs that have exceeded 90 days.

  • Today the average time to issue a pension decision for the main pension is just under 60 days.
  • So, obviously, in order for the ancillary orders to be issued, the main decision needs to have been issued.”

Justifying the delays he said that “The problem is relatively simple to understand because we have a longer delay in the auxiliaries. EFKA, as you very well know, is the amalgamation of several Funds.

In the main carrier we did not have too many Funds in our country, we had the IKA, we had the OAEE, there were also some other Funds, but they were limited.

But each professional branch also had an Auxiliary Insurance Fund. Of these, some were typed, some handwritten, some tabbed, their condition was very poor.

All of these have come to EFKA at some point, and there are about 100 Funds. So as you can see, everyone’s story is completely different.

So we had to manage a mess in this whole process, until the systems were consolidated etc. and most of these files are handwritten.

The EFKA workers are coming, who, I must say, have made a huge effort to get to the point we have reached, so the workers are coming and they have to discover the wheel through the archive. This creates delays, as you can imagine.

Imagine, when we have sequential insurance, that is, we have different auxiliary Funds, there the problem is constantly growing.

If you look at the data, you will see a 30% reduction in adjuncts as well, but we will have a spectacular improvement when the major projects we have going on in the organization are completed, which is the digitization of the paper archive, in which we are very well on the way, and of course the creation of the new Integrated Information System of the entity that will essentially consolidate all these procedures into a single procedure.

Working pensioners

There were several complaints about counting working pensioners. They are retirees who had made their retirement decision and started working again.

And they come at some point and say that I want a count of official documents during my work as a pensioner.

First let’s say that indeed the software didn’t exist, we hadn’t even dealt with that and the reason was that there was so much pressure on the main pensions to be issued because people couldn’t get their pension.
Counting the stamps of someone who is already getting a pension was a luxury.

But we have completed the software, and we already have the ability to do that, whereas until now we didn’t have the ability to do that.

  • Anyone who wants to, should make an application to the EFKA, at the local address, in their area and ask for their stamps to be counted.
