It was a payout of 9901 hours of overtime. However, the woman had only entered 1.41 hours of additional work. According to the city auditor, a recording error in personnel administration led to the incorrect booking. The amount was refunded. Apparently there was a mix-up. The overtime code in this case was 9901.
Instead of the correctly entered 1.41 hours, the key figure was calculated as an hourly value. The city RH recommended that the health association and the municipal department 2 (human resources service) improve the internal control mechanisms. It was recommended to use the dual control principle as well as automated warnings in the system and payout limits in order to avoid unjustified transfers of this magnitude.
