In reference to the case of Floridalma Roque, whose remains were found and identified almost a year following her disappearance, a bill aimed at regulating health professionals was presented on Tuesday, July 16.
José and Jorge, sons of the patient who disappeared following undergoing cosmetic surgery, accompanied the presentation of the initiative in memory of the patient while expressing their feelings following confirming the news regarding the patient’s identification.
Deputy Byron Rodríguez presented the initiative and explained that it is intended to force all technicians, professionals and people who work with the human body in the health field to register in an annual national registry.
This register will be fed by the health register and the health card, which must be renewed annually.
“The goal is that any Guatemalan can check on the website of the Ministry of Public Health and Social Assistance if a person has the necessary knowledge and records,” explained the legislator.
The deputy mentioned that in many municipalities in Guatemala, dental technicians and other professionals perform procedures without the necessary care, which has caused infections and deaths.

He added that the initiative seeks to combat this problem and ensure better control by the Ministry of Public Health over those who administer medical, beauty and aesthetic treatments in the country.
The proposal, according to the patient’s children, was made in memory of Floridalma Roque, who traveled from the United States for a facial and eyelid surgery with Dr. Kevin Malouf.
Her family lost contact with her following the operation, and her disappearance was reported, triggering an Isabel-Claudina alert.
Almost a year later, on June 5, Roque’s remains were found in a grave in San Vicente Pacaya, Escuintla, thanks to a confidential statement from Dr. Malouf.
