Joe Biden “is determined” to use the final months of his term “to put Ukraine in the best possible position to win,” Sullivan said at the Yalta Forum on European Strategy in Kiev, which he participated in via video conference.
“President Zelensky will meet” with his American counterpart in New York at the end of September, he added.
He went on to say that Biden is looking forward to discussing Ukraine’s war strategy with Zelensky and Washington is working on a “substantial” new aid package.
The Ukrainian president said yesterday he wants to present Biden with “a victory plan” that could push Russia to end the war.
“I think we need a comprehensive strategy for success in this war, and that’s what President Zelensky says he brings, so we’re very much looking forward to sitting down and talking about it, and President Biden is willing to talk about it,” the US national security adviser said.
Sullivan added that the US also aims to prepare a “substantial” multi-capability support package by the end of the month as it works to prevent a major Russian advance into eastern Ukraine.
Russian forces have gained ground in parts of eastern Ukraine, including the Pokrovsk region, an area Sullivan said was of “particular concern.” Seizing this transport hub could allow Moscow to open new lines of attack and complicate the Ukrainian supply chain.
As Russia has stepped up its missile attacks on critical infrastructure in Ukraine, Kiev is calling for long-range weapons to strike deeper into Russian territory.
Sullivan noted that the issue is the subject of “intense consultations” between allies and partners and will also be discussed between Biden and Zelenskiy.
At the same time, he emphasized that any delays in the delivery of American military aid are due to “logistical difficulties” and not to a lack of “political will”.
