Bercy relaunches the project to simplify standards for businesses

It doesn’t cost much, but can it pay off big? Always keen to show that its reforming desire was intact, the government is once again relaunching the project of administrative simplification for businesses, even if the results of previous attempts remain highly debated.

The Minister of the Economy, Bruno Le Maire, and the Minister Delegate in charge of SMEs, Olivia Grégoire, welcomed this Wednesday around fifty professional federations and parliamentarians, for what is described as “simplification meetings”. The objective was for each of the actors to come “with one or two essential measures to reduce the weight of standards”, according to a source at Bercy, who assures that “the ministers will be in a process of humility”.

Proposals in February

By the end of the year, all federations will have time to make their own proposals. At the same time, the two ministers and some parliamentarians will organize meetings in the region to collect grievances – the first will take place this Thursday near Tours with Bruno Le Maire and Olivia Grégoire. A public consultation is also organized on the website simplification.make.org .

With all this, the government hopes to be able to make proposals in February. “Ministers are agnostic on the substance of the solutions, and the means to implement them. This can be through decrees or orders, or measures requiring a legislative vehicle,” assures Bercy.

If it is not a question of “calling into question the principle of standards, which are there to protect us” according to the ministerial source, the executive does not refrain from reviewing “environmental, European, economic, social” standards. » as well as “relations with administrations, suppliers, banks and insurance companies”. In recent months, Medef has railed against “normative inflation” coming from Brussels and has criticized the regulations of certain ecological texts such as the Climate and Resilience Law.

In the midst of a budgetary shortage, the measures adopted must be “neutral for public finances”. If they are not supposed to generate savings, Bercy does not despair that they will “create wealth”.

That remains to be seen. All governments for ten years have tried simplification, from François Hollande’s “simplification shock” in 2013 to the measures taken by Jean Castex in 2020, without forgetting various initiatives taken under Edouard Philippe. “France has made great progress in terms of administrative weight,” recently assured Thierry Mandon, the former Secretary of State for Simplification, even if the judgment of business leaders is more mixed.
