The Ministry of National Education, Preschool and Sports has invited the most representative education unions to attend a meeting on transitional movements and other issues related to the activation of the basic system.

According to informed sources, Minister Benmoussa is expected to meet with the leaders of the education unions on Friday, July 12, following this meeting, which was scheduled for July 5, was postponed.

The Minister of National Education, Preschool and Sports, Chakib Benmoussa, had previously revealed that the total financial envelope that would be required to implement the basic system for sector employees is estimated at 17 billion dirhams, while he stated that the increase in teachers’ wages would cost 9 billion centimes.

This comes at a time when Minister Benmoussa is moving towards implementing a new structure in the National Education, Preschool and Sports sector, the most prominent feature of which is the creation of a number of general and central directorates.

According to the draft decree No. 2.24.328 regarding the definition of the competencies and organization of the sector, the matter concerns “the General Directorate of Educational Work, the General Directorate of School Life Organization, as well as the General Directorate of Planning, Resources and Contracting.”

The project, which was addressed by the Secretary-General of the Government, Mohamed Hajoui, to the ministers and ministers delegated, in preparation for its presentation to the Government Council for approval and then referral to Parliament, stipulates “determining the structures of the central administration of the sector, by creating general directorates in the basic educational and administrative fields for the sector’s intervention, in addition to the General Secretariat, the General Inspectorate, and the General Inspectorate of Educational Affairs.”

In addition, the project stipulates “the creation of other central directorates directly under the General Secretariat, namely the Directorate of Human Resources, the Directorate of Training and Skills Development, the National Center for Professorship, the Directorate of Legal Affairs and Disputes, the Directorate of Public Affairs, and the Directorate of Communication, Cooperation, Partnership and Promotion of Private School Education.”

The draft decree also stipulates “the definition of the competencies that the National Education and Early Childhood Education Sector is actually responsible for, especially those related to preparing government policy in the field of National Education and Early Childhood Education, and ensuring its implementation in coordination with the ministerial sectors and relevant bodies and institutions.”
