The Minister Delegate for the Digital Transition and Administrative Reform, Ghita Mezzour, indicated on Monday that her department has begun drafting bills and decrees relating to the implementation of the provisions of the social agreement signed between the government, the General Confederation of Moroccan Enterprises (CGEM) and the most representative trade unions. These bills will be submitted to Parliament very soon, she said during the weekly plenary session of oral questions in the House of Representatives on the “results of social dialogue in the public sector”. As soon as the social agreement was signed, the government held meetings during which it proceeded to the constitution of commissions responsible for the implementation of the various provisions contained in the said agreement, continued Ms. Mezzour.
The Minister specified that the social agreement includes beneficial measures for civil servants, in particular the revaluation of the minimum wage to 3,500 DH, the abolition of scale 7 for civil servants belonging to the categories of administrative assistants and technical assistants to improve their situation and the increase in the promotion quota from 33 to 36%. It is also, added Ms. Mezzour, the establishment of paid paternity leave of 15 days with the aim of allowing fathers to help their wives during the first two weeks following the birth of their children. Ms. Mezzour described as “historic” the social agreement signed between the government, the CGEM and the most representative trade union federations, affirming that this document is in line with the Royal Guidelines relating to the institutionalization of social dialogue. and the implementation of the concept of the social state.
