The inhabitants of Corseaux (VD) will decide on June 19 on the special assignment plan (PA) “EMS Résidence du Léman”. Four associations, including the Franz Weber Foundation and Sauver Lavaux, have joined forces to fight this project “destroying heritage and landscape” and which wants to “raze 10,000 m2 of vines to build an EMS”.
On October 9, 2019, the Municipality of Corseaux, a village listed as a UNESCO World Heritage Site, put the PA “EMS Résidence du Léman” under investigation. It aims to “authorize the construction of gigantic buildings, by sacrificing 10,000 m2 of vineyard”, write the associations Protégeons Corseaux, Sauver Lavaux, Swiss Heritage Vaud section and the Franz Weber Foundation (FFW) Tuesday in a joint press release.
The project had received more than 200 objections. In October 2021, the Municipal Council of Corseaux decided to approve the PA, but to submit it to a spontaneous referendum. The four associations are now forming a common front “to try to nip the project in the bud” submitted to the Corsalins on June 19.
Heritage Threats
For the president of Sauver Lavaux Suzanne Debluë, “the landscape so typical of Lavaux and the identity of the village would be forever degraded, in contradiction with the protection of the vineyard, introduced into the Vaud Constitution in 1977 by the initiative of Franz Weber. The classification of the region as a UNESCO World Heritage Site would also be threatened.”
The concreting of this huge plot, now entirely planted with vines, would result in the loss of the “Clos de Châtonneyre” appellation for this historic estate, she adds.
Already an EMS
The PA would authorize the construction of a new EMS, even though the town already houses one, by the lake, in a building listed in the inventory of the architectural census, regrets for his part Georges Charotton, president of Protégeons Corseaux and former trustee of the municipality.
And to deplore that the Municipality prefers to entrust a third party with the construction of a new building rather than forcing the operators of the EMS to renovate the current infrastructures, which have not been brought up to standard for 10 years. At the same time, another PA was filed which would allow the owners of the current EMS to build luxury housing in its place, continues Mr. Charotton.
Nativity scene as a carrot
In an attempt to “pass the pill”, the municipality has decided to include the creation of new crèche places in the project, which are lacking in the region. However, the political and legal procedures, as well as the long delays inherent in the duration of the construction work, will certainly not allow this daycare center to see the light of day for at least ten years, warn the opponents.
