When asking customer support, it turned out that the device was actually intended for the Hungarian market. Samsung Pay therefore does not work for German users. According to user reports, this is not an isolated case. Apparently, it happens again and again that customers receive Samsung devices, including smartwatches, that are not intended for the respective market.
The problem is that in these cases it is not clear to customers in advance which device they will receive. Neither the German shop page nor the packaging states which market the device is intended for. In such a case, buyers only have the option of exchanging the device at the dealer. However, even then it is not certain that you will get a suitable smartphone.
