This past week, on Monday (8), the Minister of Finance, Fernando Haddad, appointed the Executive Secretary of the Ministry of Finance, Gabriel Galípolo to the Central Bank. Galípolo will be on the Central Bank’s Monetary Policy board. He said that the suggestion, however, came from the current president of the monetary authority, Roberto Campos Neto.

But who is Gabriel Galípolo? At the age of 39, he holds a degree in Economic Sciences and a master’s degree in Political Economy. In 2009, Galípolo Consultoria was founded, of which he was managing partner until 2022.

In addition, between 2017 and 2021 he was president of Banco Fator. His resume also states that he was a professor of the MBA in PPPs and Concessions at the São Paulo School of Sociology and Politics Foundation (FESP-SP) in partnership with the London School of Economics and Political Science.

And from 2006 to 2012, he served as an undergraduate professor at PUC-SP (Pontifical Catholic University of São Paulo) in subjects such as Contemporary Brazilian Economics; Macroeconomics; Economics for International Relations; Introduction to Political Science, History of Economic Thought and Political Economy.

He is also a member of the Superior Councils for Economics and Infrastructure, both of FIESP. A common point in the nomination is that the economist worked at the State Secretariat for Economy and Planning in São Paulo, when José Serra was governor. With that, he also became close to Luiz Gonzaga Beluzzo, one of the economists most in tune with the PT.

Galípolo and his presence in the Lula government

The executive secretary is critical of the PEC do Estoril. He internally defended a reduced PEC, around R$ 130 billion, with defined values on how much would be destined for each area.

He was also enthusiastic regarding a model that intends to control spending limited to GDP growth so as not to increase the size of the state in the economy, taking into account developments beyond inflation.

Galípolo and Lula got closer following he had participated with the former president. On that occasion, other names from the financial market were present, as Lula was pleased to hear from him that not the entire market was once morest him and ideologically in favor of the then-regent president, Jair Bolsonaro.

According to PT sources, at the time, the fact that he defended it live was a green light, since professionals who work in this environment want to do business, not caring much regarding the political line of those who govern the Planalto.

And so Galípolo began to play the role of informal adviser to Lula, Gleisi and Haddad, until he took over at the Ministry of Finance this year.
