Since the current maximum capacity of the Plavinas hydroelectric power station (HPP) on the Daugava may be exceeded, construction work is planned at the station to create a reserve spillway capable of providing an additional capacity of at least 4,000 cubic meters per second, writes Latvijas Avīze.
“The spillway is a special bypass channel through which a huge volume of water can be quickly and safely drained. And this means safety for people, downstream settlements and the hydroelectric power station itself,” explains Latvenergo JSC press secretary Andris Siksnis, noting that at one time the reserve spillway was not included in the requirements for the construction of the Plavinska HPP, but in modern hydroelectric power plants it is an integral part.
The backup spillway will increase the safety of the dam and reduce the risk of its destruction in emergency situations, and the release of flood waters will prevent situations where they have to be transferred through hydroelectric power station structures, creating additional load and unwanted vibrations.
It is planned to resume design of the spillway in 2024, with a view to starting the first construction work in 2026. The entire project is planned to be completed in 2030.
The construction cost is estimated at approximately 200 million euros, but the exact estimate will be known following the project is developed. JSC Latvenergo will finance the construction from its own funds.
