Basic Law Blockage Pushes Justice Sector Employees to Announce New Strikes

Against the backdrop of “the government’s lack of seriousness in dealing with the demands of the clerk’s employees.”

The university, which is affiliated with the National Union of Labor in Morocco, announced the implementation of the strike step on July 9, 10 and 11, 2024, and July 16, 17 and 18, 2024, denouncing “the government’s procrastination in implementing the recommendations of the National Charter for the Reform of the Justice System, which His Majesty the King granted his high approval, especially in the part related to the judicial administration.”

In a statement on the subject, the university held the head of government “responsible for withholding the basic law for the registry and not releasing it in accordance with the amendments agreed upon with the Ministry of Justice,” accusing other relevant government sectors of standing behind “the blockage that the process of approving the amendment to the basic law is experiencing,” while expressing its rejection of “the government’s duality in dealing with the basic laws.”

In a related context, the university criticized in its statement, a copy of which is available to Agadir 24, “the government’s explicit violation of its commitment included in the agreement with some trade union centers on April 30, 2024, which literally stipulated the commitment to amending and improving the basic regulations of some bodies, according to a participatory approach.”

The same union body stressed its “adherence” to its proposals, “especially those submitted to the Minister of Justice in correspondence No. 04/2024 dated May 3, 2024, in which a proposal was added to stipulate the integration of female and male engineers in the sector into the basic system according to the formula adopted by the Economy and Finance Sector, which will enable them to obtain the compensations that they have been deprived of for many years.”

In a related context, the same source considered that “the deadline that was previously granted to the concerned government sectors following the intervention of the Minister of Justice was sufficient to take the necessary decisions towards resolving the basic law file, but it was apparently used in the wrong place.”

The National Union of the Justice Sector pointed out that it had previously warned the government of the need to intervene before it was too late during the announcement of previous struggle stations, accusing it of “not interacting seriously and in the required manner” with this call.

At the end of its statement, the National Union of the Justice Sector expressed its readiness, as well as the readiness of the sector’s employees, to “engage in the struggles that are decided upon to protect their legitimate demands and defend the real demands of the sector’s employees.”

It is noteworthy that the National Office of the National Union of the Justice Sector held a meeting on Friday, July 5, 2024, devoted to evaluating and studying sectoral developments, where it stopped at the most important issues that concern the union’s activists and all employees of the sector, especially amending the basic law of the registry body, according to the formula agreed upon with the Ministry of Justice since May 2023.
