Raymond Zéphirin Mboulou, Minister of Security and Public Order, and Guy Georges Mbacka, Minister in charge of Territorial Administration, Decentralization and Local Development, made public on Thursday July 7, a decree co-signed on the occasion of the double ballot on Sunday 10 July.

Below is the decree of the ministers The Minister of Security and Public Order, the Minister of Territorial Administration, Decentralization and Local Development order: Article one: Due to the holding of local elections and the first round of legislative elections are prohibited for the day of July 10, 2022 from 6 a.m. to 6 p.m. throughout the national territory: automobile traffic; street demonstrations and crowds; the holding of markets; the carrying of weapons of all categories unless specifically authorized; the opening of drinking establishments, dancing bars and night clubs. Article 2: The ban on automobile traffic does not apply to the vehicles of the heads of diplomatic missions as well as those of the police. Article 3: Passes will be issued by the competent authorities to the following categories of persons: electoral personnel; national and international election observers; the people involved in the organization of the elections; on-call staff in health establishments and pharmacies; bakery staff; croissants and restaurants; emergency and rescue service personnel. Article 4: These prohibitions also concern the candidates’ campaign teams. However, the candidates in the legislative and local elections will be able to benefit from a special safe-conduct giving them the right to travel only to their polling station. Article 5: The agents of the public force committed to securing the legislative and local elections are responsible for ensuring the strict observance of the provisions of this order. Article 6: This decree will be registered and published in the Official Journal of the Republic of Congo.
