Avenue de Tervueren Redevelopment: Revitalizing Brussels’ Landmark Axis

After years of dispute between the Region and the municipalities, the redevelopment project for Avenue de Tervueren is on the table and is regarding to be realized. The Brussels regional authorities hope to submit a request for planning permission at the end of this year with the aim of launching work in 2025 to redevelop the axis between the Parc du Cinquantenaire and Square Léopold II.

This Monday, a meeting was organized with local residents to finally present the plans. More than 200 residents gathered in the theater of the Collège Saint-Michel, in an atmosphere that was, at times, very rowdy.

Concretely, the project provides for 2×2 traffic lanes in the center of the avenue. Lateral traffic will be maintained, but reorganized. The Sanpetrusian section at Inami will, for example, change direction.

Central element of the plan, two separate cycle paths on either side of the axis, unidirectional, will be built. New pedestrian crossings are planned. Because “currently, the Tervueren axis is a wall”, judges Minister Elke Van den Brandt (Groen).

On the parking side, the Region promises to maintain 98% of parking compared to the current situation. Brussels Mobility, leading the issue, also insists on the aspect of greening. Rows of trees will in fact separate cycle paths from traffic. In total, 100 additional trees will be planted.

The Montgomery roundregarding, a “black spot for all modes” according to the minister, will retain three lanes, as is currently the case and will be more secure. The cycle ring will be made one-way.

At Merode, major changes are planned, including the end of the shared pedestrian-cyclist space. The bus stop will be moved, and the roundregarding removed in favor of an intersection with lights.

Budget-wise, the bill for the overall project is currently estimated at 11 million euros.

“We come from far away”

On the political side, the strong outcry from the mayors of Etterbeek and Woluwe-Saint-Pierre are no longer relevant. It must be said that in one year, water has flowed into the fountain at the Montgomery roundregarding. Everyone had to put water in their wine, to finally find a compromise at the beginning of last year. “We have come a long way,” summarizes Etterbeek mayor Vincent De Wolf (MR), who praised Minister Groen for the arrangements made and her presence at this Monday’s meeting.

The Region’s initial project was in fact profoundly modified following the municipal rebellion. Long in the cards of the Region, the track of a two-way track has in fact been abandoned in favor of two one-way tracks. The scenario of a two-lane Montgomery roundregarding was also thrown out the window.

The mayors MR and Les Engagés, although they now seem to support Elke Van den Brandt’s project, still have reservations. Benoît Cerexhe (LE) calls for “clarifications” regarding parking. Vincent De Wolf asks for justification for the removal of the roundregarding in front of the Parc du Cinquantenaire and considers the width of the southern cycle path excessive, which will encourage two-wheelers to drive in both directions on the entire avenue while this is only authorized on a small section. According to the liberal, the space gained on the cycle path should make it possible to add a car lane in the center of the avenue, and avoid a bottleneck effect at the tunnel level.

If the permit is obtained by 2024 and the work launched in 2025, the end of the vast project is planned for 2027.
