To combat the major public health scourge of smoking, Aurélien Rousseau, Minister of Health and Prevention, presented this Tuesday, November 28, 2023, the new National Tobacco Control Program (PNLT) 2023-2027.
Tobacco remains the leading cause of preventable mortality in our country, causing 75,000 deaths each year. Yet, Daily tobacco use still affects 12 million French people, or a quarter of the adult population.
This plan represents a new strong and resolute stage in the fight once morest smoking, reflecting the joint efforts carried out with parliamentarians, associations of elected officials, anti-smoking associations, as well as health professionals.
“I have made prevention my priority. This PNLT is one of the major building blocks in making this commitment a reality. It is a public health choice. A public policy decision. A thoughtful decision because it has an impact directly on the lives of our fellow citizens. If in a few years this terrible figure of 200 deaths per day linked to tobacco has fallen by 10, 20 or 50, then we can say that it was a good decision.” declared Aurélien Rousseau .
The PNLT thus provides for a set of measures to:
Effectively continue the decline in smokingwith an increase in the price of tobacco bringing the package to 13 euros in 2027, with a first step at 12 euros from 2025 and the generalization of tobacco-free spaces on all beaches, public parks, forests, and in the exterior areas of certain places public for collective use, especially educational establishments.
Strengthen support for smokerswith new targeted actions to actively support weaning, in particular the most precarious – prescriptions for nicotine substitutes, individualized support.
Supporting tobacconists in the transformation of their profession, to reduce their dependence on tobacco-related income.
Anticipate rapid market developmentswith the ban on single-use disposable electronic cigarettes – puffs – and work initiated to limit the flavors authorized in vaping products.
The measures of this PNLT give new impetus to the historic fight led by the Ministry of Health and Prevention once morest tobacco with the objective of a first generation of adults free of tobacco by 2032.
In view of major international sporting events, the year 2024 will be an opportunity to develop all possible levers to support smokers, particularly around the dynamic of “healthy sport”.
