Attribution: The Legislative and Public Procurement Commissions have no authority to interpret a law passed by Parliament to extend its validity

The head of the Public Procurement Authority, Jean Al-Alia, issued a statement saying: “This morning, it was reported in the media by some deputies that the Legislation and Consultation Authority in the Ministry of Justice had “extended” the contract for the current operator of what is known as the former Zahle concession for a period of three months. From the standpoints of the rule of law and institutions, we clarify :

1- It is not within the competence of the Legislation and Consultation Commission to interpret texts related to or related to public procurement, and the competence belongs to the Public Procurement Commission in accordance with the provisions of the Public Procurement Law, especially Article 76 thereof.

2- Neither the Legislative and Consultative Authority nor the Public Procurement Authority have the authority to interpret a law issued by the House of Representatives to extend its validity; This power is exclusively for the House of Representatives.

3- We ask the custodian of the Justice Facility, according to the decree forming the government, is there a conflict of interest in the issue of the opinion issued, and we also ask him if he is in the process of preparing news to present it in this regard or is he waiting for the news to reach him as usual?
