Attiki Odos: The concession contract was sanctioned

It was preceded on Thursday, October 3, by the ratification by the Parliament of the concession contract.

The new Attica Road concession contract for 25 years that will enter into force on Sunday, October 6, 2024, will have multiple benefits for the users of the road axis and the public interest in general. In particular:

The Greek State receives a one-off financial consideration of 3.27 billion euros, which is the highest in the history of TAIPED, reducing public debt by approximately 1.5% of GDP.

In addition to the one-off price, the Concessionaire will pay an Annual Concession Fee, which will ultimately amount to 9.3% of the total revenues of all kinds from the exploitation of the Attica Road.

It is recalled that the concession contract provided for an Annual Concession Fee of 7.5% on all types of income with the possibility of adjustment depending on the level of interest on the day of the start of the concession. Following today’s process of adjusting the financing of the contract to current interest rates (rebalancing), the Annual Concession Fee is finally set at 9.3%.

In the new contract, the Annual Concession Fee is calculated on the turnover of the company that will operate Attiki Odos and not on the net profits as it applies in the existing concession contract.

Based on the provisions of the new concession contract, from Sunday, October 6, the toll price per crossing for category 2 vehicles will be reduced from 2.80 euros to 2.50 euros.

For the first time, private passenger vehicles fully owned by persons with disabilities and severely disabled war disabled persons are exempted from paying tolls on the Attiki Odos.

In consultation with the new Concessionaire, disabled persons are exempted from paying tolls, even if the vehicle used to transport them is not fully owned by them. The same applies to semi-trucks (vans) for the transport of PWDs, regardless of whether they belong to institutions.

The Concessionaire, as part of its contractual obligations, must perform work for the light and heavy maintenance of the road axis, which is estimated to amount to at least 380 million euros for the entire duration of the concession.

The Concessionaire will be evaluated for the correct and safe operation and maintenance of the road axis every two years but also individually on key performance indicators (KPIs). In case of failure to achieve the objectives, the imposition of financial penalties and other sanctions is foreseen depending on the lag in the predicted performance.
