The Prime Minister favors a tightening of the conditions of affiliation, that is to say the time during which one must have worked to benefit from unemployment benefit.
Prime Minister Gabriel Attal indicated Thursday April 18 on BFMTV that among the avenues for reform unemployment insurancehe had a preference for a tightening of the affiliation condition.
He listed three levers for changing unemployment insurance: the duration of compensation, the condition of affiliation, i.e. “how long one must have worked to receive unemployment insurance, it is six months in the last 24 months ” and the level of compensation.
“Multiplication of small contracts”
“I announced that we would consult with the social partners on this subject. This is what Minister Catherine Vautrin will do, I asked her, in the coming days, the coming weeks, so that we can do this reform,” declared Gabriel Attal.
“There is a system which is organized for the multiplication of small contracts, short contracts, between which we benefit from unemployment. ‘I work for a few months, I receive unemployment for a few months, I work once more for a few months, I receive the unemployment'”, described the head of government.
This is a change of direction from what the Prime Minister had mentioned end of March. He then said that the option of reducing the duration of compensation was his preference.
All three possibilities are open
“This is rather what I want to work on, so it focuses more on the conditions of affiliation. Now the three possibilities are open and we will work on them with the social partners,” explained the Prime Minister.
He recalled that he had announced in March, even before the failure of negotiations between unions and employers on the employment of seniors, a reform of unemployment insurance from this year, with the aim of raising the employment rate In France.
“If we had the same employment rate as the Germans, we would have almost no problems balancing our budget,” said Gabriel Attal, guest of “Face à BFM” to mark his 100 days at Matignon.
