In the future, refugees will be able to be used a little more for aid work in Austria. This is what a draft from the Ministry of the Interior to the states provides. According to the paper that is available to the APA and which was first reported by the “Standard”, people will in future be able to work in primary care even where organizations are only under the determining influence of a local authority or a community association or where they are NGOs.

Previously, such an operation was only possible if it took place within the direct sphere of influence of states and communities. The possible uses include charitable activities, such as lawn care. The Ministry of the Interior now also cites activities in retirement homes as well as in library, sports facility or cemetery administration as examples. Homeless facilities and workshops for the disabled are also listed.

These activities are not mandatory. But that’s exactly what Upper Austria, for example, demanded. The statement on the draft now shows that the Ministry of the Interior is satisfied with the new regulations. The issue of commitment is not mentioned. In Vorarlberg, the ÖVP wants to stick to the commitment demanded of it. “We are of the opinion that it is also mandatory, we are looking for a legal way to implement it,” said State Security Councilor Christian Gantner (ÖVP) when asked by the APA. Fundamentally, the Interior Ministry’s draft is heading in the right direction. In addition, Vorarlberg would like to see the return of the “Caritas Neighborhood Assistance” project, which was practiced in the state until 2016 and was turned down by the Ministry of Social Affairs. With neighborhood help, asylum seekers were able to take on private help in the house and garden on an hourly basis and received four euros per hour.

FPÖ leader Herbert Kickl was outraged that the government had made a “dirty mistake”. The ÖVP is only trying to give asylum seekers “better cards” for the procedure. An obligation for “recognized refugees” to work until their reason for fleeing no longer exists and they can return home would make more sense, he said in a broadcast.

The Ministry of the Interior emphasizes that the term “compulsory work” has never been used. The regulation on charitable activities is currently being adjusted. This is happening in the dialogue with the federal states, which has not yet been completed.
