The findings paint a concerning picture of a learning environment marred by “socially unsafe situations” and a pervasive fear culture. The report, released on January 28, 2025, claims that students and staff alike have described experiencing a toxic atmosphere.

The institution has been given a one-year deadline to implement necessary changes and address these deeply concerning issues. The Dutch Ministry of Education, Culture and Science published the full report, wich offers a detailed analysis of the problems and proposed solutions.

the scrutiny extends to the senior leadership at ArtEZ. The Inspectorate’s report directly criticizes the Executive Board for failing to foster a safe and healthy work environment. Clarity, approachability, competence, and a willingness to learn and reflect are all cited as areas needing urgent attention.

The report doesn’t spare the Supervisory Board either. Though acknowledged for having a good understanding of the problems within ArtEZ, they are criticized for not taking decisive action to address them. According to the report, “He does have ‘good visibility’ on what is going on, ‘but does not take enough action in his role as the internal supervisor and employer of the Executive Board to ensure compliance with the law and the branch code by the Executive Board.'”

Despite the severity of the findings, ArtEZ has vowed to make positive changes. The institution has publicly committed to taking the necessary steps to improve the situation and create a more supportive environment for its students and staff.
