Julian Alvarez, 24, joined Manchester City two years ago but has mostly been overshadowed by Erling Haaland.
Recently there were reports that Atletico Madrid are looking for the striker, who among other things won the World Cup with Argentina.
Now TeamTalk writes that both Chelsea and Arsenal are interested in bringing about a transfer.
Arsenal manager Mikel Arteta is said to regard Alvarez as the perfect striker with goal-scoring, game involvement and experience at the highest level.
Although Alvarez is not old, he has managed to win the Premier League, the Champions League and the Copa America.
There is talk of a transfer fee of £60m plus a further £17m in bonuses.
The price tag could be an obstacle, but also the fact that Alvarez is said to be keen to move to a warmer country, such as Spain.
Alvarez scored 19 goals and provided 13 assists in 54 competitive games for City last season.
