A man in his 30s, surnamed Cho, was arrested the day before yesterday in Sillim-dong, Seoul, in broad daylight, killing one person and injuring three others.

Mr. Cho told reporters, “I am a useless person,” and “I committed the crime because it was too difficult.”

This is a 30-year-old Mr. Cho, who is accused of killing one person and injuring three others by violently wielding a weapon at passers-by near Sillim Station, Gwanak-gu, Seoul the day before yesterday.

He also said he was “remorseful” as he left the police station just before appearing in court.

The court issued an arrest warrant, saying, “There is a concern that Mr. Cho may escape.”

Experts see it as a so-called ‘don’t ask crime’, considering that all four of Cho’s victims did not have a one-on-one meeting.

The police are going to test whether Mr. Cho is a ‘psychopath’, which is part of the antisocial personality disorder.

However, experts point out that Cho’s behavior is far from typical psychopathic crimes.

Among the injured, one victim who was transferred to the hospital in critical condition and underwent emergency surgery was reported to have passed a major hurdle.

The police were concerned that the video of Mr. Cho’s crime was spreading indiscriminately online and that it was “secondary harm to the bereaved family and victims.”

Accordingly, the police requested measures to block access to the community where the video was posted, and plans to investigate those who repeatedly distribute it by applying charges of violating the Information and Communications Network Act.
