On January 24, the leader of Ha Dong District Police, Hanoi, said that the Police Investigation Agency of this district had prosecuted and temporarily detained Vuong Manh Hung (born 1987, former officer of the Urban Order Management Team of Ha District Dong) on the crime of Fraudulent appropriation of property.
At the investigation agency, Hung declared that because he needed money for expenses, he had the intention of defrauding and appropriating property. Although he had no duties or authority to issue construction permits and make red books, Hung took advantage of working at the Ha Dong District Urban Order Management Team to give fraudulent information to appropriate property. From there, Hung appropriated all of the victims’ money of more than 1 billion VND.
In 2023, Mr. H., residing in Ba Vi district, Hanoi, went to Ha Dong District Police to report being scammed and appropriating his property. This man had previously bought agricultural land, wanted to convert it to residential land and had a land use right certificate. Mr. H. knew that Hung was an officer of the Urban Construction Order Management Team in Ha Dong district, so he contacted him to “ask for a job”.

Hung quoted a wage price of 3.5 million VND/m2. After that, with the excuse of giving money to take care of business, Hung asked Mr. H. to transfer money 3 times for a total of 350 million VND. After nearly a year and still not seeing the papers, Mr. H. went to the police station to denounce Hung’s actions.
Another victim is Mr. N. in Thanh Xuan district, Hanoi. This man agreed to build a house for a couple in Ha Dong district. Because this plot of land can only be built with 4 floors, the construction density does not exceed 70% of the land area, Mr. N. agreed with the couple to take care of applying for a permit to build over floors and adjust the construction density.
Mr. N. contacted Hung and was asked to give 50 million VND to meet with relevant parties to take care of the paperwork. About 10 days later, Hung informed Mr. N. that the cost “to take care of business” was 610 million VND. This man transferred the above amount of money to Hung.
After many unsuccessful contacts with Hung and seeing that Hung did not return the entire amount, Mr. N. filed a complaint with the police.
On April 18, 2023, Vuong Manh Hung was forced to resign.
During the investigation, Ha Dong District Police determined that Vuong Manh Hung showed signs of running away and failed to appear at the police station many times.
Currently, the Ha Dong District Police Department is continuing to expand the case. Ha Dong District Police announced who was Vuong Manh Hung’s victim and requested to contact the police agency for settlement.
