Estonia has published a document outlining its strategy for the war in Ukraine: kill or injure Russian soldiers and destroy its military equipment faster than the Kremlin can mobilize reserves, and the war will end by 2026.

A recent national security policy document released by the Estonian Ministry of Defense states that Ukraine and its allies will inevitably defeat Russia if its supporters remain united, and that the Ukrainian military currently kills and injures more than ten thousand Russian soldiers every month.

The document “Ensuring Transatlantic Defense Success: A Military Strategy for Ukraine’s Victory and Russia’s Defeat” argues that the decisive factor in this conflict, which has become a war of attrition, is the West’s ability to devote sufficient military industrial resources to Ukraine’s defense of its own country.

The defense review prepared by the government of Estonian Prime Minister Kaja Kallas, a supporter of NATO’s tough stance against Russia, states that in 2024 Ukraine and its allies should focus on strengthening the Ukrainian armed forces, especially improving the ability to destroy Russian military equipment and service personnel.

The Estonian Ministry of Defense document is not yet official policy and is intended for internal evaluation and informal discussion with allies.

The document assesses that Russia’s recruitment and military production capacity is limited and that it is unlikely to be able to provide enough equipment for 40,000 recruits every six months. The document states that the number of casualties is already so unfavorable that the longer the fighting continues, the less Russian troops will be able to attack and hold positions.
