The Regional Project Execution Agency of the Souss-Massa Region (AREP-SM), and executive arm of the Regional Council, has just launched the social and environmental impact study of the agri-food product marketing platform project. As a reminder, this is planned as part of the new “Green Generation 2020-2030” strategy for the development of the agricultural sector.

The marketing platform for agri-food products, which is part of the old version of the PDR of the Souss-Massa Region, is back on the front of the stage. Indeed, the Regional Project Execution Agency of the Souss-Massa Region (AREP-SM) and executive arm of the Regional Council, has just launched the social and environmental impact study (ESIA) of this platform project marketing of agri-food products which falls under the new “Green Generation 2020-2030” strategy for the development of the agricultural sector. For several years, it has nurtured the ambition to provide the region with a commercial platform with a regional dimension, like the Rungis market.

Already the subject of a positioning study, this platform should be located near the logistics zone south of Ait Melloul, in the municipality of Lqliaa, which covers an area of ​​around 25 ha. and more than 40 ha in the long term. According to the results of the positioning study, it is a new generation platform, offering improved sales conditions due to its modern and structured organization, and benefiting from a strategic positioning given its proximity to major logistics routes.

According to the technical clauses, the study on the environmental and social impacts of this project will make it possible to identify and assess the potential environmental and social impacts and risks. It will also highlight the appropriate mitigation, management and monitoring measures to implement this project without compromising its technical and economic feasibility.

In detail, the study in question should lead to the completion of the environmental and social impact assessment (ESIA) itself, but also to the development of the environmental and social management plan (ESMP) aimed at combating the negative impacts of the project during the construction and operation phases. It must be validated by the Unified Regional Investment Commission (CRUI) of the Souss-Massa Region and sanctioned by a certificate of environmental acceptability given to the investor upon presentation of the monitoring and surveillance program. environment (PSSE). All of these phases and many others will be scheduled in consultation with the project stakeholders.

Indeed, its outcome depends on the quality of exchanges with the actors, active listening and analysis of their needs, as well as the formalization and conceptualization of the project within a framework of consensus and reconciliation of points of view. seen. The purpose is to guarantee its support and its appropriation by all the actors concerned.

Environmental acceptability: the organization of the public inquiry
The study must be carried out within 180 days, including the first phase relating to the environmental and social impact of the project (lasting 120 days) and a second phase relating to support for the acceptability of the project. (60 days).

This essentially concerns the organization of the public inquiry required for environmental acceptability, in accordance with decree no. 2-04-564 of November 4, 2008 setting the terms and conditions for the organization and conduct of this procedure. In addition to the public inquiry, information and consultation meetings with the population are also recommended as well as consultations with the authorities of the prefecture of Inzegane Ait Melloul hosting the project.
