Arcep and Arcom publish the third edition of the digital usage repository

Arcep and Arcom, which have a “Common Digital Hub”, are publishing the third edition of their common reference for digital uses. This new edition updates and completes the reference data on digital uses and practices in France.

This third edition of the digital usage repository highlights new themes such as the deployment of 5G networks, equipment in connected objects, the evolution of internet traffic to the main internet access providers, live music, use of online photo searches or the blocking of sites that broadcast sports illegally.

Very high-speed fixed and mobile broadband: majority fiber optic subscriptions in France and internet usage still growing strongly

Among the key lessons, the two organizations note the still significant increase in the number of very high speed subscriptions on fixed networks: 65% at the end of the third quarter of 2022, + 9 points in one year. The number of fiber optic subscriptions reached 17.1 million as of September 30, 2022, i.e. 54% of the total number of high and very high speed subscriptions (+11 points in one year).

At the same time, Internet use continues to grow strongly. Incoming traffic to the main internet access providers increased by 25% in one year in the second half of 2021, a growth however lower than that of the second half of 2020 (+50%).

Households and individuals increasingly connected and better equipped

The 2023 benchmark notes that the television remains the primary equipment in households and that 84% of the stock is connected to the Internet. The number of VoDA users (video on demand by subscription) continues to grow with an average of 9.4 million daily users in the second half of 2022. Conversely, illicit consumption is falling significantly for sport in particular thanks to the measures taken by Arcom to combat this practice (-8 points in 2022), as well as for films and TV series (-6 points in 2022).

Other digital equipment is also spreading among the population: this is the case, for example, of connected speakers with voice assistant or more generally of connected objects. The share of owners of connected objects has thus increased by 7 points compared to 2020 to reach 40%.

More generally, this edition of the repository highlights the development of new online cultural practices: in 2022 nearly half of Internet users had already consumed livestream music content, the offers of which have largely developed during the health crisis. The previous year, nearly 8 out of 10 Internet users had searched for photos on the Internet.

Environmental footprint

In 2020, digital represents 2.5% of the national carbon footprint and it is the terminals that are responsible for most of this impact (80%).

Some efforts have been observed to reduce the carbon footprint of digital technology. For example, the greenhouse gas emissions of the main electronic communications operators have decreased since 2018. Indeed, the reduction of their direct emissions thanks to the optimization of company vehicle fleets and the improvement of efficiency energy in particular, has more than offset the growth in their indirect emissions, linked to the uninterrupted increase in energy consumption of the networks, with the continuation of deployments and the development of uses.

At the same time, the benchmark reveals that only 13% of mobile phones were purchased refurbished and 10% of main televisions were purchased second-hand. There are therefore still levers to activate, to extend the life of the terminals.
