Early in the day on Friday, specifically at dawn, the Government of Gustavo Petro obtained the approval of its National Development Plan. The two corporations of Congress gave him the yes to what will be the road map of the Executive in the following four years. Now all that remains is for the president to promulgate it.
On the sides of the Senate, the activity just began on Thursday night, when the Chamber finished voting on the entire text. On the other hand, this last corporation had a marathon day, it started at 9 in the morning and it went until dawn the other day.

After the end of the debate in Chamber, conciliators from the two congressional bodies met in the office of Roy Barreras to establish a single text. The procedure was behind closed doors. What was a mere formality ended up being quite an event, since just when it was beginning it was learned that the Council of State annulled the election of the president of the Senate, Roy Barreras.

This fact spiced up an act of mere procedure. Barreras left the conciliation to attend the press and announce that he respected the decision made by the high administrative court.
After several hours of conciliation, the senators and representatives went to their respective plenary sessions to socialize the achieved text and vote on it at dawn on Friday.
In each chamber there was a somewhat different procedure. In the Senate, the session was spent on messages in favor of Roy Barreras. Instead, in Chamber it was delayed until it was proven that the report had been filed on time.
(We recommend: PND: The Chamber “rebelled” and did not accept the text of the Senate as Roy wanted).
As happened in the debate last week, the process was more agile in the Senate. In this corporation the report was read and the opposition senators complained of not having prior access to the paper.
Senator David Luna, from Cambio Radical, announced that they would vote negatively on the conciliation report due. He questioned that there was no Senate conciliator representing the opposition and that they might not have prior access to the final paper. These were his arguments to say no to the government text. A similar statement was made by the Democratic Center. In the end, the corporation had 65 votes in favor of the conciliation report and 21 once morest.

After approval in the Senate, Vice President Francia Márquez spoke to thank the process. “We are going to close gaps. In this plan we seek that Colombians feel guaranteed. We seek the guarantee of the populations“, said Márquez, who pointed out that he knows that there are “different points of view”, but that it was shown that it can be built on the difference.
On the sides of the Chamber, the issue went through the doubts of the publication of the paper. While the vice president gave the victory speech in the Senate, the corporation remained in doubt as to whether or not she might vote.

President Petro celebrated the approval
Minutes following the conciliation was approved by the Senate and the Chamber, President Gustavo Petro celebrated the decision by tweeting on his Twitter account.
“The Congress of the Republic has approved the National Development Plan: ‘Colombia World Power of Life’; with my signature it will become a law of the Republic and our government will begin fully,” he began writing.
Then, he pointed out that until now they had governed with the Plan that had been approved during the Duque government.
Finally, he thanked the members of the Senate and the House of Representatives.
