Addressing the solar home system agreement ceremony at the Chief Minister’s House, Murad Ali Shah said that Sindh Solar Energy Project is going to be started with the financial support of the World Bank. ECNIC has approved this contract at a cost of twenty seven billion forty rupees. The World Bank will provide ten million dollars in aid for this project.
Murad Ali Shah said that the actual cost of a system is fifty-five thousand rupees, which will be provided to the beneficiaries on payment of only six thousand rupees after eighty percent subsidy. Eligible persons for the SOULS system should be determined from low-income households registered in the Benazir Income Support Program. Even among the very poor who cannot afford to pay 6,000, solar kits will be provided under the annual development program of the Energy Department.
He said that the program was launched in 2020 but the amount of subsidy was 40 percent while the poor families were unable to pay 60 percent of the expenses. Only 322 systems were sold. Now, with the support of the World Bank, the amount of subsidy has been increased to 80%. The project was further delayed in 2022 due to catastrophic floods and the Covid-19 crisis.
The Chief Minister said that the cheapest electricity is being provided from Thar, 400 MW electricity will be generated in the first phase, they want to provide cheap electricity to the people.

He said that at present the electricity crisis is high, they will provide cheap electricity to the people through green power plants.

He said that all government buildings will be transferred to solar system, 34 government buildings have been transferred to solar, they want all government buildings to benefit from solar energy.
It should be noted that according to the announcement, the Sindh government has started a project to provide home solar systems to poor families in thirty districts across Sindh including Karachi. Under the project, solar system will be provided to two lakh households on a nominal payment of only six thousand rupees. Fifty thousand systems will reach Karachi for distribution by the end of October.
The package
Solar home systems will consist of 80 to 100 watt solar plate, 180 watt i.e. eighteen Ah battery, a fan, three LED bulbs and mobile charging facility.
Provincial Energy Minister Syed Nasir Hussain Shah, Principal Secretary to the Chief Minister Agha Wasif, Energy Secretary Mossadeq Khan, representatives of the three companies qualified for the bid and other relevant persons participated in the solar home system agreement ceremony.
On this occasion, Energy Minister Nasir Hussain Shah said that 18 local and international companies participated in the bidding of the project, in which the bids of three companies were approved, including companies from the United Kingdom, China and the United States.
Nasir Hussain Shah said that for the purchase of the system, a challan of six thousand rupees has to be submitted to the Sindh Bank. The distribution of the systems will be done by five NGOs working under the Sindh People’s Housing Project.
A database management system has been developed through a web portal for stakeholder support and transparency in the program process. SHS systems will be distributed only to needy households.
An Independent Verification Agent will be appointed in this regard. A consumer awareness program will be implemented for the transparency of the distribution process so that all stakeholders and beneficiaries are informed.
