The Russian-appointed leaders of the annexed DPR, LPR, Kherson and Zaporozhye regions of Ukraine proposed to the Central Election Commission of the Russian Federation to organize elections in these territories on a single voting day on September 10, 2023. This was reported by “Kommersant” with reference to sources, the information was confirmed by the deputy chairman of the CEC Nikolai Bulaev.
When exactly the representatives of the annexed regions turned to the commission is unknown, Kommersant notes that this happened no later than June 12. According to one of the interlocutors of the newspaper, the Central Election Commission will respond to the appeals following it has held consultations with the Russian Defense Ministry (according to the law, five days are allotted for this).
Experts from the pro-Kremlin Independent Public Monitoring project said that all five of Russia’s parliamentary parties have already announced that they are going to participate in regional and municipal campaigns in the annexed territories.
In October 2022, shortly following the annexation of four regions of Ukraine, Russian President Vladimir Putin introduced martial law on their territory. In May, the State Duma adopted amendments allowing elections to be held in territories where martial law is in effect.
