Anatel expands requirements for Smart TV Box certification

A National Telecommunications Agency (Anatel) announced this Thursday (13) the expansion of requirements for certification of Smart TV Box equipment in Brazil. The regulatory body’s new guideline aims to prevent illicit access to audiovisual content copyrights, a practice that has been curbed by the country’s authorities.

This change was announced through Act No. 9281, of July 5, 2023, which determines the new mandatory technical requirements as of September 11. In addition to preventing the dissemination of materials that violate the rights of producers, this change also intends to reach equipment that puts the safety of users and networks at risk.

As highlighted by Anatel, TV Boxes have been used to install applications that allow undue access to audiovisual content, disrespecting copyright legislation. A cybersecurity vulnerability has also been identified due to the presence of an undocumented gateway that can be used for cyberattacks.

This vulnerability can be exploited by cybercriminals to break into the user’s local network and theft of personal information and denial of service attack. In view of this, the entity deemed it necessary to expand the current requirements for the certification of this equipment, incorporating it into the Conformity Assessment process and verifying the presence of functionalities that allow the violation of copyright of audiovisual works.

The new requirements published by the Agency introduce a new assessment methodology that includes the following checks:

Existence of any software or application installed by default on the product that is on the list of irregular equipment or software published or endorsed by Anatel. Existence in the product of any software, application, functionality or instructions that indicate copyright infringement of audiovisual content. If the equipment is provided with facilities for changing the characteristics of its operating system (root mode) or if it allows the installation of unverified third-party applications in the official store, which facilitates the installation of pirated applications by the common user. If there is information or instructions on the use, update or installation of software or applications intended for illicit access to audiovisual content, on the manufacturer’s or its national representative’s website, in the product manual or in any other documentation relating to the equipment.
