Anatel ended the auction of the 2.5 GHz band after 8 years and several returns

Anatel closed, in December last year, with consensus in the Board of Directors, the auction of frequencies from 1.9GHz to 2.5GHz, originally launched in 2015 and marked by failures, returns, in addition to adding 46 unfinished processes. By unanimous decision, Artur Coimbra’s proposal to partially revoke bid number 02/2015, referring to 46 lots of frequencies, was approved at the time.

The measure included the cancellation of the public call launched three years ago, aiming to resell the spectrum in the same format and for the same service, using TDD (Time Division Duplexing) technology in the Multimedia Communication Service (SCM).


Coimbra highlighted the relevance of Anatel’s initiative in 2015, highlighting its role in formulating new public notice rules and implementing regulatory measures. The primary purpose of the bidding was to guarantee access to the radio spectrum for regional internet providers.

The counselor noted that, at the time, more than 20 thousand lots of frequencies were put up for sale, resulting in more than 100 thousand offers and a series of resources. Furthermore, the technical specification in TDD brought challenges, being considered incongruous with the financial capacity of small providers.

Today, 90% of the spectrum allocated globally is used in FDD technology. Coimbra argued that the configuration of the lots and their geographic areas no longer met the demands of the new services.

Many internet service providers that acquired spectrum, however, ended up not using it, resulting in significant refunds. Anatel, in response to this situation, relaxed its penalties, replacing financial fines with warnings, instead of revoking the licenses of operators that did not occupy the spectrum.
