The book “From one bipolarization to another: promises of interdependence” by political scientist and economist Fathallah Oualalou, was presented on Thursday in Rabat as part of the 28th edition of the International Publishing and Book Fair ( SIEL-2023). In this 260-page publication, published by La Croissée des Chemins in French, Mr. Oualalou delivers a relevant look and analysis on a new geopolitical situation, while relating the history and the geopolitical and socio-economic facts of the two bipolarizations. world.

It is a comparative analysis of two bipolarizations, namely that of the 20th century between two powers which belong to the same civilization (the United States and the USSR) and that of the 21st century between two countries which are part of civilizations different (the United States and China).

The author also asks himself, over the pages, questions regarding the future of this new bipolarization and the various challenges, political, economic, security and others that it can have on the world, and in particular on emerging countries. .

“The essence of this book is to compare the bipolarization, in particular that of the 20th century, which was ideological and strategic and which ended towards the end of the 80s with the disappearance of the USSR and that of the 21st century between the China and the United States”, indicated Mr. Oualalou, in a statement to MAP, adding that “the second bipolarization is very different from the first, given that we are in a complex world”.

The economist and former Minister of Economy and Finance explains that his analysis focuses more particularly on the way in which Morocco, the Mediterranean, Africa and the Arab world will respond to this new situation which will dominate the world for at least the next 40 years.

“The world today is dominated by a globalization which is not only economic but which is technological, strategic and cultural, and therefore it is up to us to find the answer to these changes”, he added, also calling on Europe to become aware of this bipolarisation so that this globalization is more shared and balanced.

“I hope that Europe will contribute with us to the creation of a third pole of balance and that it will be more and more interested in what is called the global South”, he said. adds, emphasizing that “it is up to us today to adapt and unite”.

Fathallah Oualalou has numerous publications to his credit on economic theory, financial policy and international relations, including “Globalization and us: the South in the great upheaval” and “China and us: responding to the second overshoot”.

Placed under the High Patronage of His Majesty King Mohammed VI, SIEL, which continues until June 11, is an opportunity to encourage reading, through cultural, intellectual, artistic and educational initiatives in the fields of literature and creation, or by attracting publishing houses from different countries offering the Moroccan reader a rich cultural range that includes diverse and affordable literary, scientific, religious and historical titles.
