The six World Cup cities nominated by Morocco to host the 2030 FIFA World Cup (Casablanca, Rabat, Agadir, Marrakech, Fez and Tangier) are racing against time to complete a number of development projects, in order to be up to the occasion and fully prepared to receive visitors and tourists who will flock to the Kingdom.

After confirming the nomination of the Hassan II Grand Stadium in Casablanca, the Agadir Grand Stadium, as well as the Marrakech and Fez stadiums, then the Tangier stadium, in addition to the Moulay Abdellah complex in Rabat, the pace of work increased in the construction sites that actually started in the aforementioned cities.

At the financial level, the 2025 Finance Bill is expected to give a large space to the programme to support the cities that will host the 2030 FIFA World Cup, as confirmed by the framing letter circulated by the Head of Government, Aziz Akhannouch, to his ministers.

According to the letter, which will outline the work of the relevant ministries, the programme is expected to aim to “ensure the readiness of the six cities by enhancing their attractiveness and developing their infrastructure and vital facilities over the next 6 years.”

The framing message carried indications about the government’s reliance on regions and territorial communities in order to rehabilitate the aforementioned cities, as it revealed its intention to increase the pace of modernizing the Moroccan administration and make it a mechanism for achieving comprehensive development, as well as enhancing integration between the state and territorial areas by strengthening advanced regionalization, through continuing to pay the financial appropriations allocated from the general budget for the benefit of the regions, estimated at 10 billion dirhams annually.

In addition, the letter stipulated supporting the six cities in preparing the second generation of regional development programmes for the period between 2022 and 2027, in addition to increasing the share of communities in value-added tax, to help them carry out their development roles, fulfil their obligations with partners and cover their mandatory expenses.

This, and the qualification and keeping pace with the new cities will require encouraging private and productive investment, as the Prime Minister stressed in the document issued by him the continuation of implementing the measures included in the strategic roadmap 2023-2026, regarding developing the business climate, on the basis of strengthening the efforts made within the framework of improving the national business environment, through improving the public procurement system, cooperative financing, as well as reducing payment deadlines and electronic creation of companies.

On the other hand, the government is counting on simplifying and digitizing more than 45 percent of the administrative procedures related to investment, and activating the tax reform that ensures the establishment of a stable and transparent tax system that provides a clear vision for investors.

It is worth noting that the Minister of the Interior and the President of the Royal Moroccan Football Federation held a series of meetings last July in the cities nominated to host the World Cup matches, in the presence of the governors of the regions, to deliver a clear message to all stakeholders on the need to stand seriously and follow up on all stages of the completion of the programmed projects, especially the basic and logistical equipment, and the sports facilities that have been committed to be completed by the 2030 World Cup.
