Amnesty International Indonesia is calling for urgent military justice reform and a thorough reevaluation of firearm use by Indonesian security forces following the fatal shooting of a car rental boss by Indonesian Navy (TNI AL) personnel on January 2,2025.

The shooting, which occurred at the KM 45 Merak-Tangerang Toll Road rest area, claimed the life of the car rental boss and has sparked outrage. Usman Hamid, Executive Director of Amnesty International Indonesia, condemned the incident, stating that it is indeed just the latest in a disturbing trend of extrajudicial killings by security personnel, ”Extrajudicial killings by officers continue to occur. Thier actions clearly violate human rights,” he said.
Amnesty International’s data reveals a chilling statistic: in 2024 alone, there were 55 recorded cases of extrajudicial killings, with the majority carried out by police and military personnel. Of these, 10 perpetrators were from the TNI, 29 from the police, and 3 involved joint forces.

Amnesty International is demanding that those responsible for the car rental boss’s death be tried in general courts, not military courts, which are often opaque and lack transparency.”The perpetrators must be tried in general courts to ensure a fair and open legal process,” stated Usman.
He also emphasized the need to revise Law Number 31 of 1997 concerning Military Justice to ensure that violations of general criminal law by military personnel are prosecuted according to Law Number 34 of 2004 concerning the TNI.

Usman argued that this term is often used to avoid institutional responsibility. “Institutions must be held accountable for the actions of their members, especially if firearms are used for criminal acts or human rights violations,” he stressed.
