Local media quoted police as saying that residents and employees of businesses in the Seaside area, California, were ordered to take cover Thursday due to a confrontation with a man armed with a pistol.
The KSBW Action news website said the suspect had barricaded himself in a balcony, and police officers were trying to contact him to persuade him to come down.
