Amendments to Military Service Age Limit: New Rules and Transitional Period

The State Duma approved amendments to the legislation that increase the age limit for a number of categories of persons liable for military service. It is assumed that the new rules will come into force on January 1, 2024, but there will be a transitional period for four years.

The bill was submitted to the State Duma by a group of deputies headed by Defense Committee Chairman Andrei Kartapolov in November 2022. In the first reading, the document was adopted in January. By the second reading, the initiative has been significantly improved, TASS notes. At the meeting on July 14, the document was adopted in the second, main reading.

In the law “On military duty and military service” it is planned to change the age limits for citizens with the ranks of soldiers, sailors, sergeants, foremen, warrant officers and warrant officers. For those liable for military service belonging to the first category, the age limit is increased from 35 to 40 years; to the second category – from 45 to 50 years, and to the third category – from 50 to 55 years.

At the same time, the maximum age limit for the stay of storekeepers in the mobilization reserve is increasing. For senior officers, it will be 65 years, junior officers – 60 years, for citizens with other ranks – 55 years. For senior officers, the age limit for being in the mobilization reserve will be the same – 70 years.

The new rules will come into effect on January 1, 2024. A transitional period will be in effect for four years, so that citizens who are in the reserve are gradually transferred into retirement. From January 2028, all citizens with the ranks of soldiers, sailors, sergeants, foremen, warrant officers and midshipmen will stay in the reserve (and mobilization human reserve) up to 55 years.

The amendments also provide for the possibility of concluding a contract with a citizen who has citizenship (nationality) of another state, under the age of 52 years.

The bill establishes cases of suspension of a citizen’s stay in the reserve – a call to the mobilization service, the conclusion of a contract for the period of military service or a contract for voluntary assistance in performing the tasks assigned to the armed forces, Interfax clarifies.

Recall that in June, State Duma deputies adopted in the first reading a bill on a phased increase in the draft age for military service in Russia. The amendments provide for an increase in the draft age from 18 to 21 years from 2024, and the maximum age from 27 to 30 years. The amendments have not yet been considered in the second and third readings.
