The former president, Álvaro Uribe, expressed through his X account his concern regarding the national government’s proposal to allocate a 5% percentage of the UPC to public hospitals for basic equipment under the pretext of prevention.
According to the former president, what it might consolidate is a “harmful state monopoly.” He warned that this new funding might end up being used for political purposes, especially ahead of the 2026 elections.
“The new money that is proposed to be delivered to state hospitals will be used to pay bureaucratic fees with a view to the 2026 elections,” Uribe said in his X account.
Likewise, former President Uribe urged that EPSs be required to have quality accreditation and recalled the existing regulations to guarantee direct payment when these entities fail to comply with their financial obligations. He also made the proposal of the creation of an independent advisory body to estimate annual adjustments in the Capitation Payment Unit (UPC) and the Maximum Budgets, through a pertinent decree or resolution.
“A decree or resolution is enough to form an independent advisory body that estimates the annual adjustment of the UPC and the value of the Maximum Budgets,” said Uribe.
Uribe assured that although necessary adjustments can be made, “it is crucial not to destroy the mixed and solidarity system” that currently operates in Colombia. He also pointed out that Health Promotion Entities (EPS) have the capacity to improve prevention in collaboration with various institutions, including Compensation Funds, public and private hospitals, as well as government entities at the local and regional level, through the use of telemedicine.
