Alleged Rice Import Markup Case Considered to Tarnish Jokowi’s Achievements – 2024-07-14 18:13:48

THE scandal of alleged markup of rice imports by the National Food Agency (Bapanas)-Bulog is considered to have tarnished the achievements of President Joko Widodo or Jokowi so far. The reason is, the estimated value of corruption from the Bapanas-Bulog Gate 2024 rice import markup scandal reached more than IDR 2.7 trillion.

This was conveyed by the Executive Director of the People’s Democracy Study (SDR) Hari Purwanto. SDR has reported the alleged Bapanas-Bulog Gate 2024 rice import markup scandal to the Corruption Eradication Commission (KPK).

“Based on the data we found, we obtained information that the average price charged (by Bulog) for rice is USD 660/ton cost, insurance, and freight (CIF),” said Hari Purwanto, Sunday (14/7).

Hari Purwanto continued, Bulog also imported rice at an average price of USD 655/MT CIF Indonesia. This, said Hari Purwanto, refers to data from the Central Statistics Agency (BPS) in March 2024.

“Referring to data from the Central Statistics Agency (BPS), which recorded that in March 2024, Indonesia had imported 567.22 thousand tons of rice or worth USD371.60 million. This means that Bulog imported rice at an average price of USD655/MT CIF Indonesia,” explained Hari Purwanto.

Hari Purwanto added that Bulog’s lies were increasingly exposed because the price realization from other tender winners was much higher than the offer from the Vietnamese company Tan Long Group, which was only US$ 538 per ton.

Tan Long Group said that one of its members, LOC TROI, successfully won the Bulog tender for 100,000 tons of rice because it submitted a price lower than US$15/Ton than what they offered. This price is much lower than the price offered by the Tan Long group of US$538/Ton.

However, in the data owned by Bulog or joint stock, the price realization of the tender winner, namely LOC TROI, is US$ 604/TON. Whereas, based on the claim from Tan Long Group, LOC TROI should only submit a bid price of only US$ 523/Ton Free on Board (FOB).

Thus, if calculated from the Cost, Insurance, and Freight (CIF) LOC TROI in Bulog’s data of US$604/ton, there is a price difference of US$46/ton. Moreover, if the CIF price of Loc Troi is reduced by US$15/ton from Tan Long’s offer price of US$573/ton, which is US$558/ton.

“This is the difference from Loc Troi which received an order of 100 thousand/Ton x US$46/Ton = US$4.6 million. This is Bulog’s price markup from 1 company, Loc Troi. Not including the markup from other companies which amounted to 2.2 million tons. The profit is more than Rp2.7T. This is the Bapanas-Bulog Gate 2024 Scandal,” explained Hari Purwanto.

Thus, Hari Purwanto requested that the KPK immediately examine the President Director of Perum Bulog Bayu Krisnamurthi regarding the alleged rice import markup scandal. Hari Purwanto urged the KPK to also examine the Head of Bapanas Arief Prasetyo Adi in this rice import markup scandal.

“The KPK is asked to immediately examine the Head of the National Food Agency (NFA) Arief Prasetyo Adi and the President Director of Perum Bulog Bayu Krisnamurthi regarding the alleged rice import markup scandal,” he said. (Nov)
