After the fatal bite of an American Staffordshire Terrier in Naarn (Perg district), all dogs still kept on the property were taken away late on Tuesday evening. After lengthy discussions, the dog owner’s partner voluntarily agreed to give away the four other breeding animals and a litter of young ones, the municipal office said. The male dog that bit a jogger to death on a dirt path on Monday morning was euthanized on Monday.

The community was relieved that all breeding on the property had now been given up (for the time being). This is an important contribution to giving neighbors a feeling of security. This also applies to the small child who lives with the couple.

The police press office did not know on Wednesday morning whether the 37-year-old breeder, who was injured while trying to drag the animal away from the 60-year-old and was taken to the Linz University Hospital, could now be questioned about the incident. There are still questions about the exact course of events, and the investigation into negligent homicide against the owner is still ongoing. The American Staffordshire – listed as a listed dog with special keeping regulations in some federal states – was probably on a leash, but was not wearing a muzzle, which is not mandatory in Upper Austria.

The state councilor responsible for animal protection, Michael Lindner (SPÖ), has meanwhile announced that on Thursday for the first time the working group he had convened to evaluate the Upper Austrian. Dog Keeping Act meets. Even before the meeting, he emphasized that he would seek external expert opinions “so that there are no quick decisions.” He is concerned with the “professional assessment” of possible tightening of the issue of leash and muzzle requirements in public spaces as well as the expansion of the training requirements before purchasing a dog. Currently, all future dog owners in Upper Austria must complete a six-hour knowledge course. It is also important to examine whether and how an expansion of regulations “according to criteria such as bite force, body weight or height can be implemented,” said Lindner, outlining the list of questions for the working group.

Justice Minister Alma Zadic (Greens) pointed out on the sidelines of a press conference in Vienna on Wednesday that the Ministry of Social Affairs had already tried to find uniform regulations across Austria in 2018 after a fatal dog bite in Vienna. That was not successful. Social and Health Minister Johannes Rauch is responsible for animal protection. “It would be necessary for there to be a uniform regulation,” said Zadic.
