All about partial mobilization in Russia: SVO news September 28, 2022 – September 28, 2022

RBC writes that the outflow of IT personnel from the country in the near future may be two to three times greater than in the spring of this year.

Ivan Begtin, head of the Information Culture ANO, believes that 100,000 IT specialists who have potentially left are “the minimum bar that we need to build on now.”

According to Begtin, the increase in the number of IT specialists leaving Russia, despite the preferences from the Ministry of Digital Development (namely, receiving deferrals from conscription. — Note. ed.) is associated with the opinion that this mobilization may not be the last one due to the vagueness of its criteria and that not all IT specialists have higher specialized education, therefore they do not fall under the postponement criteria.

— Significantly more may be those who, without understanding, simply hid and / or left. And those who planned to return postponed this decision until better times,” says Nikolai Komlev, director of the Association of Computer and Information Technology Enterprises.

According to him, the Ministry of Digital Development has done a lot, but there are still specialists who did not fall under the reservation, for example, those who do not have a higher education.

At the same time, according to HeadHunter, in the first nine months of this year, 66%, or 170 thousand developers and programmers among men, did not have a specialized higher education.
