Alcohol: the High Authority for Health produces keys for first-line responders

In France, talking regarding the effects sought in alcohol consumption and the risks associated with its use remains difficult, even taboo. In this context, the High Authority for Health publishes various tools (guide, tool sheets, summary) to help professionals act from the first resort, relying on a network of partners. The objective is to reduce the risk associated with alcohol through systematic, early and regular identification of all uses and support for each person, whatever their particular situation..

Because alcohol is a health issue for everyone and not just in the event of an apparent complication or problematic use, all consumption must be questionable. HAS underlines in this respect that supporting people towards lower risk starts from the very mention of the subject by opening a dialogue. The latter must be done at the pace of the person concerned without dramatizing or trivializing, without denying or judging the effects sought with alcohol and while respecting the needs and priorities of the person which may be of a psychological or social nature.

The professionals who act as first resort are privileged actors. They include: dentists, dieticians, nurses, general practitioners, pediatricians, pharmacists, occupational health professionals, gynecologists, midwives, PMI professionals, school and university professionals, emergency professionals, psychiatrists, psychologists, social workers and medico-social. HAS has developed for them a key points guide, a summary of critical points for first recourse and tool sheets, one of which describes in a very summary manner the importance of identification and individualized support for each person.

Support consists of co-constructing with the person concerned actions adapted to their objectives. A wide variety of actions are possible from the first resort, to strengthen people’s power to act in the face of alcohol and therefore their power to reduce the risks for themselves and those around them. Among these actions, which can be applied throughout their life, the person can, among other things, choose to act on their internal motivations and resources, their methods of use, their abilities to manage stress and emotions, to resolve difficulties, to self-control or the effects sought with alcohol by opting for alternatives. It will also be able to act directly on its risks thanks to risk and damage reduction (RdRD) tools, such as the appointment of an evening captain to lead the return trip, for example.

The primary care professional is not alone in dealing with the subject of alcohol with his patients, he is part of a network of diversified partners (specialists, associations, non-healthcare, etc.) within which each contributes to the support thanks to its specific skills. A tool sheet schematizes this partnership network and lists the main actors involved, including medical microstructures, CSAPAs (addictology care, support and prevention centers) and CJCs (young consumer consultations welcoming the under-aged). 25 years without delay) … HAS finally recalls the importance of peer assistance, particularly thanks to mutual aid associations.

HAS is continuing its work on reducing alcohol-related risks. She therefore plans to publish a second part dedicated to women in 2024, and a third part dedicated to younger people in 2025.
