Alckmin says exemption for international purchases of up to US$50 could end by the end of the year

The government can end the Federal exemption for international purchases under US$50 before the end of the year. The information was confirmed to Exame by the president of the Brazilian Association of Footwear Industries (Abicalçados), Haroldo Ferreira, following a conversation with the vice-president, Geraldo Alckmin.

Minister Alckmin told me last week that taxation will return by the end of the year. The problem is that we are already at the end of November and the exemption will impact sales at national retailers.

If the government makes this move before the end of 2023, we will most likely have a federal tax of 20% for all purchases, regardless of the value.

Currently, the Shipping Conform program taxes all purchases over $50 at 60% federal tax. The change in format should result in the consumer being forced to pay federal tax (20% or 60%) and ICMS of 17% on all purchases.

This is a demand from retailers and representatives of the national industry, and this pressure has led parliamentarians to present a bill to end any and all exemptions for international purchases.

The text has not yet been voted on in the Chamber because congressmen are waiting for the Federal Revenue Service to reach the rate of 100% of all international purchases declared in Remessa Conformo.

For now, vice-president Alckmin’s office has not commented on the matter. The Ministry of Finance said that it has nothing to report on the topic.

It is worth remembering that Remessa Segundo came into force in August this year and companies such as AliExpress, Shopee, Shein and Mercado Livre already participate in the program.
