The conservative leader Alberto Núñez Feijóo lost this Friday the second and last of his options to become president of the Spanish Government, as planned, since he faced his inauguration without having obtained sufficient support.
The president of the Popular Party (PP), the force with the most votes in the July elections in Spain, did not obtain more yeses than noes, as marked by the second vote to be sworn in as president, reaching 172 votes in favor compared to 177 once morest and one null vote, out of a total of 350 deputies.

A deputy from the Catalan independence party JuntsxCat, led by the former regional president of Catalonia Carles Puigdemont, made a mistake in the vote and voted yes, in a slip that he immediately rectified by saying no, although finally the Congress table decided to declare it null.
In this way, the three days of debate of a failed investiture come to a close, which becomes the fourth failed since 1979, following the two of the socialist leader Pedro Sánchez in 2016 and 2019 and that of the former president of the PP Government Mariano Rajoy, in 2016.
The president of Congress, Francina Armengol, will inform King Felipe VI today of the result of this vote so that the monarch can reopen a round of consultations with the representatives of the parties with a seat in Congress, in order to propose a new candidate.
From now on, the deadline is open for a candidate to obtain the necessary support before November 27 or, otherwise, elections will be called for January 14.

Electoral repetition before amnesty
In his appearance before Congress, Núñez Feijóo refused to abstain so that Sánchez governs without the votes of the Catalan independence movement and demanded that Spain go to a repeat election before approving an amnesty for those involved in the secessionist attempt in Catalonia in 2017, which has no “the consent of the Spaniards.”
The conservative politician accused the acting head of the Executive of wanting to continue with “this political and moral degradation” (in relation to the amnesty) and reiterated that it is “more decorous” to go to new elections.
“Today I will not be able to give them (the Spaniards) a Government,” said Núñez Feijoó, but “I do believe that we have given security and hope, the security that there is a political force, the most numerous, that defends the values that the majority of Spaniards share.”
The complicated path for Sánchez
When Felipe VI entrusts, as is foreseeable, Sánchez with the formation of a government, a complicated path will begin for the current acting president of the Government that involves obtaining the support of the Catalan independentists.
Its representatives, Esquerra Republicana (ERC) and Junts, redoubled their pressure on Sánchez this Friday, by approving in the regional Parliament a proposal that conditions their support for a possible investiture of the socialist leader to the holding of a referendum on independence.

Sánchez aspires to repeat the progressive coalition government that currently exists in Spain, but with the 121 seats of his party and the 31 of the Izquierda Sumar group that supports him, they are not enough, so he needs an agreement with the nationalists and Basque and Catalan independentists.
Regarding the request for a self-determination referendum in Catalonia, both the Spanish Government and the PSOE assured that it will not be accepted in any case and that the negotiations for the investiture of the current acting head of the Executive will always be framed in the Spanish Constitution.
