Preparations to reopen the “useful” car registration department are accelerating, following it closed its doors months ago as a result of the commitment of employees and employees of the “Traffic, Machinery and Vehicles Management Authority” to the open strike announced by the Public Administration Employees Association, to demand an improvement in their living conditions and an increase in their salaries, amid refusal to return to work according to Only promises.
And while depriving the state treasury of financial dues in the billions caused an uproar in the political and popular circles in light of the worsening living and economic crisis, as a result of the cessation of the “Nafaa” work in Beirut and the regions, and the obstruction of the completion of citizen s’ transactions in terms of car registration and market licenses and their renewal, the Minister of Interior and Municipalities, Judge Bassam Mawlawi, announced The benefit departments in Dekwaneh will resume their work soon.
What is remarkable regarding the readiness is the decision to seek the assistance of officers and non-commissioned officers from the Internal Security Forces who are trained to work on the computer in order to be able to run the “nefaa” business in Dekwaneh and even in the regions while simplifying transactions, including extending the effects of market licenses until the end of this year in order to relieve pressure on the usefulness and for citizens to be able to Continuing to lead in a legal manner, while meeting the demands of employees and workers faltering under the weight of financial burdens, as it includes all employees of official departments.
Informed sources confirmed to “Nidaa Al-Watan” that the preparations for the reopening of Al-Nafia are taking place on two parallel lines: the first is securing all operating requirements and meeting citizens’ affairs, including sorting out the 30 officers and non-commissioned officers, and the second is making contacts by the commissioned head of the Traffic Management Authority, Governor of Beirut Marwan Abboud. With companies that deal with the beneficial, to get back to work once more.
In the midst of this scene, the users of the Traffic, Vehicles and Vehicles Management Authority called on officials to meet their rightful demands, and they are divided into two parts: the first, they are few in the staff of the Ministry of Interior and Municipalities, and the rest are in the owners of the “Traffic and Vehicles Management Authority” who succeeded in the Civil Service Council, and they are employees From the “InCrypt” company, which handles the completion of car books and biometric driver’s licenses.
And “Nidaa Al-Watan” learned that the employees of the Traffic Management Authority submitted a memorandum to officials a few days ago. It was registered in the registry of the Ministry of Interior and Municipalities, in which they present their demands, and it includes:
– Disbursement of social assistance to the authority’s employees for the months of November and December of the year 2021 in addition to the first six months of the year 2022 that were approved for the public sector. On 8/5/2022, Decree No. 9805 was issued to give the Traffic, Vehicles and Vehicles Management Authority a treasury advance. In the Official Gazette in Issue No. 35 of the date 11/8/2022, including in its contents all articles and clauses are clear (the purpose, the method of paying the advance, how to pay the advance, etc.) in order to put it into immediate implementation, noting that the Ministry of Finance did not implement the content of this decree under flimsy pretexts. The latter sent a letter to the Traffic Management Authority not approving the disbursement of these aids to users, despite the fact that the decree mentioned all the items necessary for implementation.
– Giving the Traffic Management Authority a treasury advance that was requested according to the Financial Controller’s letter No. 22/2022 dated 24/8/2022 registered in the Ministry of Finance – General Accounting Directorate No. 2865/16 dated 24/8/2022, to cover social assistance for the months of July, August and September From the social year 2022 (according to Decree No. 9718 dated 7/28/2022) and the productivity grant for the months of August and September of the year 2022 (according to Decree No. 9752 dated 7/28/2022), and the temporary transportation allowance to become 95 thousand Lebanese pounds (according to Decree No. 9753 dated 58/7/2022) instead of 24 thousand pounds, which employees of the Traffic Management Authority still receive for each day of attendance at work, and the application of the temporary transportation allowance amounting to 64 thousand pounds for the previous periods, which are considered among the rights of the user who did not obtain It is at the disposal of the state, and so far, no response has been received in this regard from the Ministry of Finance, although employees of public administrations have begun to benefit from it and other public institutions through loans that were facilitated and given for it.
In addition to the foregoing, and following the House of Representatives approved Law No. 10 (the General Budget Law and appended budgets for the year 2022), which became de facto effective as of 11/15/2022, according to which an increase for public sector workers and retirees was approved to implement its provisions starting from the date of 2022 /10/1, which stipulated giving twice the monthly salary basis, the wage basis, or the retirement pension basis, provided that the total amount that the beneficiary receives, including his basic salary, is not less than 5 million Lebanese pounds, and that the value of this increase does not exceed, no matter how much the salary basis is more than 12 million pounds Lebanese, and since the estimated expenditures included in the Traffic Management Authority’s budget for the year 2022 totaled /5,262,268,000/ LBP. Including /3,677,371,000/ LL. Contribution to salaries and wages, which includes /1,344,480,000/ LL. The advance that was given to pay the value of social assistance for the months of November and December of 2021, in addition to the first six months of 2022.
And their demands also stated: “As for the events that affected the Traffic Management Authority, Machinery and Vehicles, which led to the suspension of work in this vital facility, and as a result of the arrest of persons authorized to sign, the employees of the Traffic Management Authority have been deprived of their salary since November of 2022, including a contract observer.” Expenses, the delay in assigning the alternative and our entry into the year 2023, which led us to the need for the approval of the Ministry of Finance to rotate the appropriation to obtain the salaries of the 11th and 12th months of the previous year. As for what makes the matter worse, it is the absence of an employee in the authority who is familiar with financial matters to prepare salary scales and work on the administration’s budget, as the Ministry of Finance stipulated that the accumulated aid from 2021 be paid.
As for the issue of the proposal to include the Traffic Management Authority in the public administration, which was raised recently by the General Labor Union, it facilitated its administrative affairs, and it may be a solution that shortens the mechanism for users to obtain their dues automatically, without going through many and unsecured stages away from any kind of obstructions from negligence. or recklessness.”
