The visit of the Crown Prince to France
After that, the Council of Ministers was briefed on the results of the official visit made by His Royal Highness Prince Muhammad bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, to the French Republic, and his meeting – may God protect him – with His Excellency President Emmanuel Macron, and the review of historical relations that took place during it. the strategy between the two friendly countries, and ways to develop it in all fields; to serve their common interests.
In his statement to the Saudi Press Agency following the session, His Excellency the Minister of Information, Salman bin Youssef Al-Dosari, stated that the Council noted the contents of the joint statement issued by the Kingdom and the French Republic regarding cooperation in the fields of energy, and the importance the two countries attach to implementing the United Nations Framework Convention on Energy. climate change, the Paris Agreement; Consistent with the principles, goals and objectives specified therein.
The Kingdom’s participation in a number of international and regional meetings
The Cabinet dealt with the Kingdom’s overall participation in a number of regional and international meetings during the past days, within the framework of its efforts to support collective action and the multilateral approach in order to face global challenges, maintain peace and stability, and achieve development and prosperity.
The Council reviewed the conclusions of the sixth ministerial meeting of the strategic dialogue between the Cooperation Council for the Arab States of the Gulf and the Russian Federation, which was held in Moscow, regarding the adoption of the joint action plan for the period from 2023 AD to 2028 AD, and coordination on various current political issues at the regional and international levels.
Extension of the voluntary cut
The Council of Ministers reaffirmed the Kingdom’s keenness to enhance the precautionary efforts made by the countries of the (OPEC Plus) group to support the stability and balance of oil markets, including the announcement of extending the voluntary cut of (one million barrels) per day, which began to be implemented in July for another month, to include August. the next with the possibility of extending it.
And His Excellency indicated that the Council counted the positive results achieved by the Kingdom in the Global Competitiveness Yearbook Report 2023 AD, as a reflection of the economic transformation process adopted by the state with the aim of achieving the desired aspirations for the prosperity of the national economy and progress in all fields.
Appointing the Saudi Authority for Intellectual Property as an international search and examination body
The Cabinet welcomed the approval of the World Intellectual Property Organization to appoint the Saudi Authority for Intellectual Property as a body for international preliminary research and examination, and the adoption by the World Meteorological Organization of the regional center for warning of dust and sand storms in the Kingdom as a regional center to serve the countries of the region.
The Council reviewed the topics on its agenda, including topics that the Shura Council participated in studying. It also reviewed the conclusions of the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts in the Council of Ministers.

Approval of the Kingdom’s accession to the Treaty of Amity and Cooperation in Southeast Asia, and its protocols.

Authorizing His Highness the Minister of Culture – or his representative – to discuss with the Burkinabe side a draft memorandum of understanding for cooperation in the cultural field between the Ministry of Culture in the Kingdom of Saudi Arabia and the Ministry of Communication, Culture, Arts and Tourism in the Republic of Burkina Faso.
Third:
Authorizing His Excellency the Minister of Justice – or his representative – to sign a draft cooperation agreement in the judicial field between the Kingdom of Saudi Arabia and the Republic of Chad, and to sign a draft memorandum of understanding for cooperation between the Ministry of Justice in the Kingdom of Saudi Arabia and the Ministry of Justice in the Republic of Chad.
Fourthly:
Approval of a memorandum of understanding in the field of reducing risks and disasters before they occur in the Arab world between the National Center of Meteorology in the Kingdom of Saudi Arabia and the Arab Organization for the Red Crescent and the Red Cross.

Authorizing His Excellency the Minister of Environment, Water and Agriculture – or his representative – to discuss with both the Zambian side and the Indonesian side regarding two draft memorandums of understanding for cooperation in the agricultural fields between the Ministry of Environment, Water and Agriculture in the Kingdom of Saudi Arabia, the Ministry of Agriculture in the Republic of Zambia, and the Ministry of Agriculture in the Republic of Indonesia.

Authorizing His Excellency the Minister of Industry and Mineral Resources – or his representative – to discuss with each of the Moroccan, Congolese, Zimbabwean, Zambian, Mauritanian and Senegalese sides regarding draft memorandums of understanding in the field of mineral wealth between the Ministry of Industry and Mineral Resources in the Kingdom of Saudi Arabia and each of: Energy Transition and Sustainable Development in the Kingdom of Morocco, the Ministry of Mines of the Democratic Republic of the Congo, the Ministry of Mines and Mining Development of the Republic of Zimbabwe, the Ministry of Mines of the Republic of Zambia, the Ministry of Petroleum, Mines and Energy of the Islamic Republic of Mauritania, and the Ministry of Mines and Geology of the Republic of Senegal.

Approval of a memorandum of understanding for cooperation in the field of tourism between the Ministry of Tourism in the Kingdom of Saudi Arabia and the Ministry of Commerce and Tourism in the Republic of Djibouti.

Authorizing His Excellency the Attorney General – or his representative – to negotiate with the United Nations Office on Drugs and Crime regarding a draft memorandum of understanding between the Public Prosecution Office in the Kingdom of Saudi Arabia and the United Nations Office on Drugs and Crime.

Approving – in principle – the establishment of a national center for marine information.
Tenth:
Approval of the real estate contributions system.
Approval of the organization of the Royal Institute of Traditional Arts.
Twelfth:
Approving that the Ministerial Committee for Traffic Safety be the representative body of the Kingdom concerned with communicating with the World Health Organization and the United Nations Organization regarding the implementation of the national strategic plan for traffic safety, and what is related to the Stockholm Declaration and the Political Declaration for Traffic Safety.

Approval of promotions to the ranks (fifteenth) and (fourteenth) as follows:
Khalid bin Majid bin Saud Al Ghurair is promoted to the position of (Senior Business Consultant) at the (fifteenth rank) at the Ministry of Interior.
Fawaz bin Muhammad bin Fawaz Al-Tamimi is promoted to the position of (General Director) at the (fifteenth) rank at the Ministry of Justice.
Engineer Hussein bin Ali bin Hadi Al Harshan is promoted to the position of (Civil Engineering Consultant) at the (fourteenth) rank at the Ministry of Health.
