Akio Fukuda, a member of the House of Representatives of the Constitutional Democratic Party (Tochigi 2nd Ward), held a press conference in Utsunomiya City on the 25th and announced that he had canceled his concurrent position as a public secretary held by a local lawmaker. He said that Mr. Hisayuki Saito, a member of the Nikko City Council in Tochigi Prefecture who serves as Mr. Fukuda’s official first secretary, had submitted a request for his resignation as secretary on the 24th, and that he had accepted it.
Mr. Fukuda explained that Mr. Saito has been criticized for “double taking” of secretarial salaries and councilors’ salaries, which are paid from public funds.
The Act on Remuneration for Secretaries of Diet Members prohibits second-hand jobs for secretaries in principle, but stipulates that it is permitted if the Diet member approves that it does not interfere with the performance of duties. Mr. Fukuda stated at the press conference that there is an urgent need to revise the law to remove the exceptions.
