Today, Tuesday, November 26, 2024, in Rabat, Prime Minister Aziz Akhannouch chaired the meeting of the Ministerial Committee to lead the reform of the social protection system, which was devoted to reviewing the outcome of the various programs completed and the practical procedures for universalizing social protection, as well as tracking the progress of registration in the National Population Register and the Unified Social Register. Aziz Akhannouch highlighted that the government continues to implement social protection universalization workshops and implement equitable and sustainable social policies, as an embodiment of the sublime royal will, explaining that the various government sectors are mobilized for the success of these strategic royal workshops, which aim to achieve Fair access to social and health services.
During the meeting, the committee followed the progress of the workshops on universalizing health coverage, and in this regard, it reviewed the progress of its implementation, especially in the part related to the “Amo-Solidarity” system, which now covers more than 11.1 million beneficiaries in vulnerable situations, under which they maintain free medicine and hospitalization in institutions. Public health care, and they also benefit from the same basket of treatments provided by the basic compulsory illness insurance system of the private sector, where the state takes care of the remaining part, which on average amounts to Approximately 30% of the total amount of billed services.
In the same context, the committee recorded that the government, in a short period of time, issued 28 decrees related to the implementation of the two laws related to the basic compulsory insurance system for sickness for categories of professionals, independent workers, and unemployed persons who practice private activity, and the creation of a pension system for their benefit. As of October 2024, the number of beneficiaries of this system has reached about 3.8 million insured persons, including 1.7 million unemployed workers engaged as main insureds, and 1.2 million people with rights.
In relation to the direct social support program, which aims to improve the living conditions of families, support their purchasing power, as well as protect them from the risks associated with childhood and old age, in implementation of the royal directives, the committee explained that this royal program benefits from it from the date of its launch in December 2023 until October 2024, approximately 4 million families, including 5 million 400 thousand children and 1 million 200 thousand people over 60 years old.
Days after the first meeting of its Board of Directors, emphasis was placed on the qualitative addition that the National Social Support Agency is expected to provide, which was created under royal directives, as it is expected to contribute to the development and implementation of social support policies, and to raise the various challenges associated with continuing to implement the program. Direct social support.
This meeting was attended by the Minister of Interior, the Secretary-General of the Government, the Minister of Economy and Finance, the Minister of Health and Social Protection, the Minister Delegate in charge of the Budget, the High Commissioner for Planning, and the Directors-General of the National Agency for Social Support, the National Social Security Fund, and the National Retirement and Insurance Fund.
