While no official announcements have been made during WWDC23 or at any other time thus far, the Apple will have to allow, from 2024 — and only in Europe —, installing applications from sources outside the App Storea procedure known as sideloading. Approved last year by the European Parliament, the Digital Markets Law requires that this practice be allowed in countries that are members of the European Union.
