The war on undeclared swimming pools is paying off
Since 2022, the French tax authorities have relied on artificial intelligence (AI) to track down owners of undeclared swimming pools. The device, first deployed in nine departments before being generalized, made it possible to identify 20,000 hidden pools. It thus made it possible to generate 10 million euros in additional revenue for the State.
For 2023, the ambition is to flush out between 80,000 and 100,000 undeclared swimming pools. According to Jérôme Fournel, Director General of Public Finances, this objective would make it possible to reap 40 to 50 million euros in tax adjustments.
Verandas and garden sheds in the sights of AI
The hunt for fraudsters does not stop at swimming pools. Other outdoor facilities might soon be the subject of increased vigilance. The Directorate General of Public Finances (DGFIP) plans to expand the scope of this artificial intelligence tool to identify verandas, garden sheds and other undeclared constructions. Depending on their size, these facilities require a prior declaration of work or a building permit. The DGFIP emphasizes that it will not target shelters of less than 5 m², but rather those of 10 to 15 m² that can be used as an additional room. Pergolas, due to their open structure, should not be affected, unless their design is similar to a veranda, then resulting in an increase in property tax for the owners concerned.
The experimentation of the tool to identify these installations should begin in 2024, following tests in several departments. For the time being, the administration is focusing on the detection of undeclared swimming pools. However, this innovative use of artificial intelligence might improve the control and taxation of other hidden outdoor equipment in the future.
